Britain’s new-found freedom of action in monetary, financial and commercial policy thus only further reduced the Foreign Office’s role as the co-ordinator of external relations. The Treasury, assuming executive authority for international monetary policy once the gold standard was abandoned, largely eclipsed the Bank of England in the management of sterling. The Board of Trade similarly gained in executive authority with the institution of emergency duties in 1931, a general tariff in 1932, the negotiation of preferences with the Dominions, and the negotiation of trade agreements with foreign countries.
